Genesee County, MI — On Wednesday evening, the Genesee County Board of Commissioners convened its regular meeting at 5:30 p.m. The Board heard presentations from Genesee County 9-1-1, Genesee Health System, and the Salvation Army (Gus Macker 3-on-3 Tournament).

The Board also honored Barb Newtown for 50 years of service at Crossroads Village and Huckleberry Railroad (photo above).

Here’s a recap of some of the action:

Community & Economic Development

• Approved $1.286 million in fully grant-funded spending for the County’s Home Improvement and Urgent Repair Program.
• Approved $600,000 for the Genesee County Land Bank to acquire and hold properties through the Neighborhood Stabilization and Neighborhood Purchase Rehab Resale programs.
• Approved $263,013.90 in second-year funding for the Materials Management Planning Program, bringing the total grant to $526,052.60 and extending the project through July 2027.
• Approved a request to negotiate with Pivot-Tech to create an IRS 63-20 LLC to build and operate a Genesee County broadband network.
• Approved an additional $45,000 for Tenant-Based Rental Assistance, bringing the agreement with REACH Resource Services to $163,823.

Finance Committee

• Approved a request by the Drain Commissioner to borrow $1.753 million for three years for Drain-related expenses.
• Approved up to $1.307 million for food service products and supplies supporting the County’s Nutrition Services and Head Start programs.
• Approved the use and continuation of Opioid Settlement Funds for residential substance abuse treatment, specialty court staffing and positions within Community Engagement & Justice Services, including the Deputy Director and Grant Coordinator.
• Approved hiring Hiring Solutions to conduct the search for a new Chief Financial Officer.

Governmental Operations Committee

• Approved a $1.614 million Michigan State Police Auto Theft Prevention Authority grant, with a $1.049 million match, to support auto-theft enforcement efforts.
• Approved a $1.586 million Charles Stewart Mott Foundation grant for Operation Arrowhead through the Genesee County Sheriff’s Office.
• Approved major law-enforcement service agreements with Atlas Township and Goodrich Area Schools ($1.114 million), Hurley Medical Center ($778,510), Genesee Health System ($516,503), GISD ($1.469 million), and Fenton Township ($1.035 million).
• Approved a $780,655 Office of Highway Safety Planning grant for the Genesee County Secondary Road Patrol.
• Approved $407,096 in Crime Victim Services funding and a $294,378 STOP Violence Against Women grant renewal.
• Approved investments in justice-system technology and monitoring, including a $220,418 Digital Evidence Management System and up to $350,000 for tether and monitoring services.
• Approved adoption and implementation of a new Department Head Recruitment and Selection Policy.
• Approved a resolution to recognize October 2026 as Hindu Heritage Month in Genesee County.

Human Services Committee

• Postponed consideration of up to $1.847 million in annual payments to area hospitals for uncompensated care. Discussion to be held at the board’s next workshop (September 30).
• Approved the 2026-27 Child and Adult Care Food Program proposal, providing for approximately $1.124 million in reimbursement.
• Approved approximately $3.29 million in Senior Millage operating agreements for 17 senior centers throughout Genesee County.
• Approved $1.73 million for GCCARD to provide home-delivered meals to eligible seniors and an additional $879,749 agreement with the Valley Area Agency on Aging for home-delivered and congregate meals.
• Approved significant senior-service investments, including in-home personal care and homemaking, respite care, guardianship and conservatorship, legal services, transportation, adult day care, lawn and snow maintenance, and elder abuse prevention services.
• Approved veteran transportation initiatives, including $110,000 for MTA’s Vets to Wellness rides and acceptance of a $163,665 Michigan Department of Military and Veterans Affairs grant for transportation services.
• Approved a three-year, $473,293 contract with the Genesee County Medical Control Authority.

Public Works Committee

• Approved a $4.77 million agreement with Jones U.S. Holdings for the abatement and demolition of the old Genesee County Administration Building, funded through the Capital Improvement Fund.
• Approved acceptance of a $3 million Charles Stewart Mott Foundation grant for work associated with the Flint State Park.
• Approved an $819,000 annual janitorial services agreement for various County-owned buildings, including a FY 2027 General Fund increase of approximately $192,760.
• Approved the FY 2027 Genesee County Parks & Recreation Marketing Plan, with expenditures of up to $268,000.
• Approved $146,327 for boiler repairs to Locomotive 464 at Huckleberry Railroad.
