Genesee County, MI — All nine members of the Genesee County Board of Commissioners were sworn in on Thursday for four-year terms by Chief Judge David J. Newblatt at the Board’s annual organizational meeting. The Board includes two new members, Brian K. Flewelling and Gary L. Goetzinger:

After taking their oath, Commissioners voted to appoint Delrico J. Loyd, of the 1st District, to a one-year term as Chair. Loyd replaces Commissioner James Avery of the 5th District, who served admirably as chair throughout 2024.

The Board also voted to appoint Shaun Shumaker, 6th District Commissioner, as Vice Chair for 2025.

Loyd has been a vocal advocate for Genesee County and the City of Flint for many years, and has leadership experience in executive, administrative, and legislative roles in the public and private sector.

Loyd took time to thank his colleagues, constituents and the large group of family and friends who attended the swearing-in ceremony for the Commission and numerous other elected officers.

“I would like to express my heartfelt gratitude to my fellow commissioners, the residents of the first district … and all residents of Genesee County,” Loyd said. “I look forward to working collaboratively with all of you. We may come from different backgrounds and perspectives … and even have different concerns; but, I want to say to you all that, as we come together with a common purpose, serving the people of our districts, we can make decisions that reflect the values and needs of our community.”

Commissioner Loyd also shared his core principles for leadership with colleagues and the public after officially taking on his new role:

  • Respect: All voices are equal regardless of political party, tenure and district demographics. 
  • Collaboration: By fostering partnerships and relationships between the Board and our communities, we can find innovative solutions to the challenges we face.
  • Fiscal Responsibility: Every decision we make must reflect a commitment to responsible stewardship of county resources.
  • Support and Appreciation for Staff: Our staff is the backbone of our organization. It is only through their dedication and work that we are able offer incredible programs and services to our residents.
  • Vision: Together as a body of nine equal votes and voices, while addressing the needs of the present, we must also forge a vision for a brighter, more sustainable future for the next generation.
